I would propose the following procedure:-
Peking, January 3, 1913.
Provinces of Chihli and Kuangsi to be placed on prohibition list at once; Anhui, Hunan, Shantung to be subjected to joint investigation at the earliest possible date, and placed on the list if result is satisfactory. Chinese proposal is confined to above five provinces, and we cannot consistently with our dignity suggest the addition of other provinces, in several of which opium is still extensively cultivated.
The Indian proposal appears to offer no solution of the question of the stocks, which is the crux of the whole situation.
